Are these actually more scary than bears themselves?

I was scrolling through Google News the other day (as you do!) and I got a jump scare from the article below! Apparently, these made-in-Hokkaido robot "monster wolves" are being deployed to bear-ridden areas, but I think I would just about pass out if I saw one of them in my local area while on a hike or something!

Surely there's gotta be a way that we can scare off bears without scaring human beings even more in the process, right?!
