A day promoting 'flashy' hair!
Today, and April 30th annually, is (Bold/) Flashy Hair Day 派手髪の日 (Hade kami no hi) in Japan. It is an anniversary created by a company, "Emajiny", that specializes in hair-color waxes and styling products. They chose April 30th as the date for the anniversary as it falls six months before / after Halloween.
Halloween is a time when costume culture is embraced and I guess they want to encourage people to enjoy playful expression outside of the Halloween period too. The date isn't part of Golden Week, but falls in the period of it, a time when many people are off work and perhaps have more leeway to be playful with their hair. Emajiny have a popular hair-color wax that allows you change your hair color for just one day. This works well for people who work in the public-sector or in companies that do not permit hair coloring.
Reportedly, the company want to emphasize that hair color and hairstyle are part of a person's identity and that by encouraging bold and unusual looks people can express their individuality. With products such as Emajiny's wash out hair color wax, it makes it easier for people as they can experiment for one or a couple of days, without making a full-on commitment.
