Two hour time limits may apply for smartphone use in this Aichi city

If you're anything like me, you probably have your smartphone glued to you almost all the time. For me it's part of staying up to date with what's happening in the world, with work, and even a way for me to relax, whether that's by reading via e-book apps on my phone, watching videos, or playing games.


If you live in Toyoake City, Aichi Prefecture, you might have to reassess that attachment, since they've announced plans to limit smartphone and gaming device use to two hours per day for all residents. The ordinance (if passed by the city council this month) would take effect in October.

The idea behind the measure is to protect health by encouraging moderation, since officials say long hours on smartphones, tablets, and game consoles are contributing to sleep problems, absenteeism from school, and other lifestyle issues. The rules would apply to everyone in the city (not just children), but there are extra restrictions proposed for kids under 18, including a 9pm cutoff for elementary school students and a 10pm cutoff for junior high school students and older.


Interestingly, the proposal does not include penalties, with Toyoake's ordinance more about raising awareness than strict enforcement.


Even if you don't live in this part of Aichi, it's interesting to think how this may affect the way schools, community groups, or families approach smartphone use. While there won't be fines or legal trouble if you scroll past two hours on Instagram, it's a reminder of how Japanese municipalities sometimes take a proactive role in shaping daily habits. It could also spark wider convos across the country about screen time, health, and balancing technology and lifestyle.
