Why you don't want, but might end up with, an AI Data Center as a neighbor

Earlier in the week I caught a segment on a morning show about new homeowners blindsided by the sudden construction of an AI data center right next door. In Japan, currently AI data centers can be legally classified as simple "offices". Therefore, developers can build an AI Data Center without the kind of community consultation you would expect. 


On the TV segment, several residents from the same mansion were interviewed, and their stories shared the same arc: the excitement of moving into a pristine, modern apartment quickly curdled into frustration and disbelief. What they thought would be a quiet, comfortable home has instead become a front‑row seat to an enormous, unsightly facility they were never properly warned about.


But more than being just unsightly, being neighbors with a data center brings a whole set of unwelcome side effects. The noise alone is relentless: a constant, industrial roar from the cooling systems that never truly stop. Then there’s the waste heat. These facilities push out massive amounts of hot air, raising local temperatures.


On top of that, the presence of fuel tanks and battery backups introduces risks that no homeowner expects to find next door. Fire hazards, chemical concerns, and the uneasy feeling of heavy infrastructure sitting just meters away all combine into a daily discomfort that residents never agreed to.


Then there is the energy consumption - the amount of power data centers use should be illegal. They draw power equivalent to small cities, which strains local power infrastructure and the costs of maintaining that infrastructure is ultimately passed on to the public through higher utility bills or taxes. It is a similar situation with water infrastructure as data centers also use significant amounts of water for cooling. 


Combined it is causing a figurative, and in some cases literal, headache to local residents. What makes the situation especially troubling is how easily it can happen to anyone. One day you’re settling into a new home, and the next you’re living beside a data center you were never told about, bringing health, safety and financial concerns you never thought you'd have to worry about.
