Skate Patrol Day: promoting skateboarding manners
A group of skateboard enthusiasts in Gifu Prefecture created an anniversary known as Skate Patrol Day スケートパトロールの日 in Japan. It falls on May 3rd annually. Their goal is to promote better manners, rule awareness and community among skaters through a initiative they call "Skate Patrol".
The Skate Patrol initiative encourages skaters to take responsibility for their environment by practicing safe riding, respecting shared spaces, and participating in local clean-up efforts. There are many public skate parks in Japan, like the one pictured (Saitama Prefecture). Some of them are free, others have a small charge for use. I have seen ones that are open / available 24 hours and others that have a gate on them that closes at a specified time, often before dark.
The reason that they chose May 3rd for the anniversary is twofold. One, it is Constitutional Memorial Day, reflecting on the importance of respecting rules. The other, is a wordplay on 5/3 = "go (5) mi(3)" which means garbage or trash, connecting the day to the group's clean-up activities.

Former nickname was "Saitama". Changed it to save confusion on place review posts! Irish, 20+ years in Japan! I also write on my personal website: insaitama.com
