At Keisei Kanamachi Station, you can get maps of the Mizumoto and Shibamata areas of Katsushika Ward on the train platform. They're informative if you read Japanese well. On the Shibamata Station platform, again, there are pamphlets, but we didn't spot any English language ones for my foreign guest. Walk about a minute north of the station ticket gate and you'll find the tourism information center. It's got a banner out front in English and what makes it easy to recognize is the cartoon-style Tora-san statue out front. You don't have to go in - glossy pamphlets and maps in various languages are displayed out front.
