Saffron Chaya is a nice place for either a light lunch or some baked goodies in Nagaoka. Their lunch sets come with a bagel sandwich, soup, salad, and a drink for 1500 yen, but if you just want an afternoon tea style treat they have their "bake and drink" set for 850 yen which comes with several baked goodies and a drink.
