Sync Wine Bar is located really close by to Niigata Station (just a minute on foot from the south exit), and the owner is an actual sommelier! They've got a good selection of Niigata-based wines and sake to pick from, along with global wine offerings from places like California and Italy. There are also food options available (pastas, potato fries, etc.) but IMO they are all pretty expensive for what you get.
