Atrium and observation deck worth a look

Chiba Kencho, the prefectural government building, is worth a visit en route to Chiba Castle. The atrium on the ground floor has displays of artwork and seating. On the top two floors, the restaurant and observation deck are open to the public. There are excellent views of the city and port.
