Kotoca is a French-style bakery located in the Agano area of Niigata, and they have a good selection of items to choose from including Madeleines, financiers, scones, and more, but their signature items are cream puffs that are in the shape of swans -- super photogenic and elegant! The swan puffs are 390 yen a piece but most other baked items hover around the 200 yen mark.
