Power to the people
I visited this museum several years back, and it really is an interesting place where you appreciate people's right to protest against government plans. Not everyone in the local Narita area was enthused about having an international airport built in their backyard, and the museum focuses on the details behind how the airport was built and the resistance that some locals had to the project. It's not something I'd go out of the way for, but if you are in the area and killing time before a flight then it's a free museum that does give you a bit of the history behind Narita as it stands today.

Learn about the Fascinating History of Protest Behind Narita Airport
You may not know that Narita Airport is the site of the longest on-going protest in modern Japanese history. In fact, there is still a house in the middle of one of the runways because someone held out to protest the construction of the airport there. Interesting, right? If you want to learn more and have some free time at Narita, take a quick shuttle ride over to this museum. It's not very big, but it tells the fascinating story of what happened when the Japanese government decided to build a big airport in Narita in spite of opposition from the local communities. In fact, the reason the museum exists is that one of the conditions from citizens in stopping the protests was that a museum would be built and maintained to tell the story of what happened at Narita. The museum is open 10:00 to 17:00 daily, and it is free to enter.
