Cakes and full meals

Frank's is a cafe in Niigata which has a unique specialty of chiffon cake (their full business name is Frank's Chiffon & Cake), but they also offer full meals as well. They've got menu items like pastas, pizzas, soup and salad sets, and things like that, so overall I'd say it's a pretty Western menu lineup. Nice vibe but it does seem to be a popular place so it can get crowded.
