Observation deck above the clouds
If you want an observation deck experience that has above the cloud views rather than sprawling urban ones, Nagano's Sora Terrace is a great option. Reaching the venue requires a ropeway ride (2200 yen for adults, 1100 yen for children), and on good days you're greeted with the "sea of clouds" phenomenon from the top. There's also a cafe at the top that serves light eats and drinks, if you want to enjoy something as you appreciate the view.
