Closed as the city has moved to LUUP bicyle rental
Abiko municipal bicycle garages still provide cheap options for daily and long-term parking. But they no longer have daily rentals. Now, the city cooperates with LUUP, a mobility infrastructure company that provides bicycle rentals through an app. You can rent bicycles at a handful of Abiko City locations, borrowing from one spot and returning at another. https://luup.sc/en/

Well-maintained bicycle rental, great location
At the south exit of Abiko Station is the bicycle parking building. It's also one of the stations provided as part of the Teganuma Marsh cycling tour. The other stations are located in parks which you have to walk or bus to, but this one is a 2-minute walk from the station. The well-maintained bikes are provided in a range of sizes, including kids bikes. There are fewer than 20 bikes available, so you take your chances if you don't phone ahead to confirm there are bikes remaining on busy days. The bicycle rental staff told me to be back by 4:30 pm and said I can phone any time. The bikes are reliable, so no worries there.
