The Kamisato Service Area on the way in to Tokyo on the Kanetsu expressway is a large parking area with everything you need for a decent break on a road trip. This branch has a Starbucks, which is temporarily closed due to the Coronavirus outbreak. There is seating outside as well as inside. There are lots of food options at this service area. You can get take away food or sit in. They have a good food court. And there's a nice panini specialty cafe. There's even a Eneos petrol station at this service area. There's also a souvenir store and ATMs. And they have a little garden with table and chairs. There are lots of clean toilets including toilets for people with lower mobility. Diaper changing facilities also available. There's a "smart" exit at this service area; so if you have an ETC card you can exit the expressway from this rest area.
