Café de Parfum is a place in Niigata where you can get a variety of great parfaits, and they're priced around 825 yen including tax aside from some specialty seasonal ones. If savory food is more what you're craving, they have some pizza toast varieties which looked tasty, but I can only speak for the parfait side of things personally!
