The Niigata Isetan Events Hall is located on the 6th floor of their department store, and it often hosts exhibitions throughout the year. One I attended recently was a leaf art exhibition, but they've also held things in the past like coffee festivals and other art events. Walkable from Niigata Station, so there's definitely an element of convenience!
