It is available for 24 hours, year round but only in Japanese.

How to use the Yokohama City Emergency Consultation Center:

If you like to consult about seeing a doctor for sudden sickness or injury, push #7119 (or 045-222-7119)

After the recorded message, push 1 if you would like to find a hospital you can go at the time of your call. Push 2 if you would like to consult whether you should see a doctor or call an ambulance.

If you think it is emergency, call 119 for an ambulance.
